PRINCIPAL/ MANAGER

TW Land P&D is owned and managed by Troy A. White.  Mr. White has more than 20 years of land use consulting and real estate development experience and is an expert in planning and development policies, politics, and procedures. 

​

Mr. White has substantial experience in:

​

  • due diligence investigations 

  • title/ permit research

  • development feasibility studies

  • land development permit processing

  • specific plan/ master plan development

  • client advocacy/ easement negotiations

  • environmental impact analysis/ preparation of California Environmental Quality Act (CEQA) mitigated negative declarations (MNDs) and environmental impact reports (EIRs).

 

Over the course of his career, Mr. White has managed the entitlement and permitting of many private residential, commercial, and industrial projects, in addition to overseeing the preparation of several large, complex environmental documents.  Mr. White obtained his degree in Environmental Studies, with a Political Science emphasis, from the University of California at Santa Barbara (UCSB) in 1997. 

 

In order to provide the best design and development solutions to his clients, Mr. White has established and utilizes an extensive network of outside professionals in the fields of law, engineering, surveying, architecture, landscape architecture, air quality, biology, cultural/ archaeological/ historical resources, greenhouse gases/ global climate change (GHG/GCC), hazardous materials, hydrology/ water, noise/ acoustics, and transportation/ traffic/ parking.
